Guildford Borough Council is driving the plan to replace a station level crossing with a new bridge and pedestrian crossing.
The project will also allow housing that has been allocated in a Local Plan to come forward.
The present crossing barrier is currently down for nearly 25 minutes each hour, and barrier downtime will increase in tandem with a planned increase in train services.
Funding for the £26m Ash Road Bridge project is supported by a Homes England’s Housing Infrastructure Fund grant, in addition to developer contributions.
Bidders must have a Network Rail Principal Contractor Licence to qualify.
Interested parties have until 17 October to request tender documents with tenders shortlisted on 1 November.
